HSE Approved codes of practice and guidance
The Gas Safety (Installation and Use) Regulations 1998 came into power on 31 October 1998. It took over the earlier set of laws called Gas Safety (Installation and Use) Regulations 1994.
The Gas Safety (Installation and Use) Regulations 1998 are with reference to :
1 safe installation,
2 maintenance and
3 use of ..gas systems
This gas system could be in either domestic premises or commercial premises.
The Gas Safety (Installation and Use) Regulations 1998 consider a wide range of people responsible to the law. This wide range includes :
1 People installing gas appliances and other gas fittings.
2 People servicing gas appliances and other gas fittings.
3 People maintaining or repairing gas appliances and other gas fittings.
4 People supplying gas
5 People using gas including the landlords
The responsibility of enforcing the regulations is jointly shared by HSE and the local authorities.
The Gas Safety (Installation and Use) Regulations strive for preventing injury to consumers and the public from either fire and explosion or carbon monoxide.
The Gas Safety (Installation and Use) Regulations specify that :
1 Gas installation businesses or individual gas installers be a member of CORGI
2 CORGI registration is compulsory for anyone carrying out work on gas fittings or
3 appliances as part of his/her business.
4 CORGI monitors the capability of businesses and their operatives to undertake gas work safely
5 CORGI should investigate complaints against registered installers.
Landlords
1 Landlords should arrange maintenance of all appliances, pipe-work and flues by a CORGI-registered installer
2 Landlords should arrange for a CORGI-registered installer for the annual gas safety check up.
3 The landlord should preserve the safety check records for 2 years. He / She should issue a copy of it to each tenant with 28 days
4 Gas appliances should be serviced regularly for safety
Some type of gas appliances do not fully comply with the testing requirements as set by the regulations. When gas installers want to use a different testing method to check the safe operation of these kind of gas systems there is Exemption from Gas Safety (Installation and Use) Regulations - Regulation 26(9)(c).
The input of heat and the operating pressure needs to be checked.
On 16th June 2008 the exemption came into force and it is applicable to the appliances that:
* air/gas ratio technology should be incorporated.
* unmetered gas supply connection
* Certificate mentioning exemption
